You can go to HoW. Icewind dale will be there when you finish HoW. You should probably try to do it before ending Icewind dale.

I recommend that you try to finish the Severed Hand at least, before attempting HOW. For what its worth, I ran thru everything in IWD except for the battle with RBP in Lower Dorn's deep and the FINAL battle back in Easthaven before I headed off to the HOW areas.
There are a lot of nasty undead in HOW and having a beefed up cleric is a REAL plus!
