Ok you PC techies! (DSL issue)
For the third week now the DSL is sub-standard. Some days it's the neighbors also. Some days it is only mine.
DSL modem installed June 2004, carrier provided. DSL service 1.5Mbps Router LinkSys 615 installed Spring 2010. About an hour ago, 1.25Mbps. (Hard reset on modem & router). Right this moment I just tested @ .025Mbps Reset everything, plugged directly into modem, test = .033Mbps. Windstream claims it's my equipment, when I mention neighbors issues, "oh wait, I see, a tech is in the area". Windstream van arrives on the street, things are ok for several hours, then back to .025Mbps Any ideas?

There may be no help. DSL is distance limited to about 5.5km from a sub-station. If you are close to the end of the line you will almost certainly have "iffy" performance. And as more people sign up for DSL on your line your performance may go down also. If cable or FIOS isn't possible as an alternative, then there is always satellite. But satellite has it's problems, too, mainly weather.

Although I hate being stuck right now on AT&T DSL, I must say that I have had some good experiences with their on-the-phone reps helping me out. For example, when I first signed up, I paid for the 6.0Mbps download speed, but was only getting half of that. I called up to complain. The guy looked and saw on his side that I was programmed to 3.0Mbps and "upped" it on his end. Then he had me reboot the modem and sure enough I began to see what I was paying for right there on the spot.
Now, I too have a Linksys router but they refuse to help me troubleshoot why I have no connection when I put the router into the mix.

ISP's rarely help with router issues. And in my own experience, router companies tell you to call your ISP.

I am assuming by covering the basics you changed out your DSL filter and (if there is a phone attached) have made sure both connections are in the right slot. This can cut your bandwidth down to 1/3 - happens more than one would think.
Soft reset + power cycling rather than the standard "hard" resetting can sometimes do the job - worth a try. Otherwise, update your modem/router. 2004 is quite a stretch. Look into getting a router come modem combo, just easier to deal with in my experience. Brands make little difference once they work, they work. I get a new one every 2 years from AT&T when I renew my contract with them. Usually they deliver their latest model free so I upgrade anyway.
