What is the best way to get my wizdom up to 30 as quick as possible for a shifter?

Start at 18, and add every stat bonus to Wisdom as you go up. You'll get a point every 4 levels to 40, but you'll also be able to take the Great Wisdom feat after you get into epic levels. You'll have to take a few of those as you go up too, and I'd take them first.
If you start at 18, you'll have 23 Wis when you hit level 20.

As fast as possible? The earliest you can get Dragon Shape is level 28.
Pre-Epic you take 7 levels of Druid, followed by 10 leves of Shifter and finish with 3 levels of Champion of Torm. You must take the Alertness feat before level 7 to open the Shifter Class. You must be non-Evil and take Weapon Focus in a melee weapon before level 27 to open the Champion of Torm (CoT) Class. Scimitars are a good choice of weapon; or daggers depending on what your module. Start with 18 Wisdom, 14 Strength and 10 in everything else. Increase Wisdom at every 4 level ups. You wil have 23 Wisdom at level 20. Use the following feats for your Epic Levels: Level - Class : Attribute Increase : Standard Feat # Class Bonus Feat [Total Wisdom] 21 - CoT 4: : Great Wisdom # Great Wisdom [WIS= 25] 22 - CoT 5: : # [WIS= 25] 23 - CoT:6: # Great Wisdom [WIS= 26] 24 - CoT 7: WIS+1 : Great Wisdom # [WIS= 28] 25 - CoT 8: : # Great Wisdom [WIS= 29] 26 - Shifter 11: : # [WIS= 29] 27 - Shifter 12: : Undead Shape# [WIS= 29] 28 - Shifter 13: WIS+1 : # Dragon Shape[WIS= 30]

Are there items that increase your wisdom and does that count when choosing at level up?

There are items that increase wisdom, but they don't apply to your base stat, which is what class/feats look at.
