not that I know of ..... they threated to veto any war resolution put to the floor, but I don't think it went that far ... GWB (gee, now I'm thinking of a certain bridge into Manhattan now ...) saw the direction of the winds and did an end around.

Looks like, in regards to Britain, China, France, Russia and the United States, only the US have used the veto between 2000 and 2003 (6 times). I wonder how many people think that France, Russia and China were vetoing everything the US brought up in the UN over the last few years?
