weapons and armor can be repair at blacksmiths shops.
also, you can use the 'repair' skill to fix things yourself but you need hammer(not the weapon) or mallet. check the blacksmiths for them.

So if i am very early in the game, say at the very beginning, where do i find a blacksmith? Ohhh and is it true that you need an Armorer skill of 65 if you don't want the weapons fixed by you to have things reduced? And how do you get to see all the bonuses and penalties of the plants and stuff? Do you need a higher intelligence or what?

well, in seyda neen, there is no blacksmith. in balmora, you can use the smith guy (i dont remember his name but hes a redguard) at the fighter's guild. as for the effects of items, you need a decent alchemy skill to see them all (around 50 or 60 i think)

Some blacksmith is almost everywhere. Check menus of armorers, weapon sellers and merchants which sell a mix of items that include pieces of armor or weapons. Most of them offer repairing. Also, blacksmiths are in fighter's guild, imperial legion guild and similar guilds practicising combat.
As far as the Armorer skill is concerned, yes, you will need at least 65 or so if you want to repair your items without losing nerves. Otherwise, your chance to success is too low and you will lose several armorer's hammers before you repair a single sword. Having the sword repaired at a blacksmith is much cheaper. Right, you can save the game and then try, restart, try, and so on. You will be taken in a madhouse soon. Sorry

I repair them myself because i cant be bothered wandering over to a blacksmith.
Field repairs, no matter how long it takes, are important. Keep trying to repair so you get better, and you'll be fine.

of course, there is a consequence to performing the repairs yourself. each time you repair your weapon/armor it's total durability goes down slightly. if you pay a blacksmith to repair it for you this won't happen. so i'd advise against doing repairs yourself on weapons/armor you plan on keeping for a long while. you don't want to degrade your best stuff. now i could be wrong in that if youre armorer skill is very high or at 100 doing repairs might not degrade the stuff but i never bothered with it.
easy starting tip: if you're using swords or you're majoring in long blades than get yourself a katana at the beginning. out of all the non-magical cheap weapons it has the highest durability.
