how the heck do i go to the underwater city if i've already been to the mindflayer city ?

is there a way to get back to spellhold to do so?

The only way would be to use a cheat code to put yourself into the area.

If you really want to go to the Underwater City, you only option is, as it've already been said, to cheat. This code should take you there:
CLUAConsole:MoveToArea("AR2300")
But as the only way out of there is to the Underdark, you should finish up the Underdark first, as it will probably mess up your game if you go back there using the Underwater-exit.

It's not crucial to the game. Granted, there's some fun toys to be had, but I completed the game the first time without ever even KNOWING there was an underwater city.

For what it's worth, jcompton and pals over at the Forgotten Realms Forums are designing a "Blades of Brynnlaw" MOD that will allow a return to Brynnlaw in Chapter 6. Perhaps, just perhaps, this will allow the party to travel to the Underwater City if they haven't already done so.
