I don't know about PSP 7, but I can tell you how to do it in Photoshop. They're pretty similar programs, so you should be fine.

1: Open picture
2: Select the Magic Wand tool
3: Use the Magic Wand tool and click on the part of the picture you want to make transparent.
4: Go to Edit --> Copy
5: Open up a new image. (Making sure it's transparent rather than white)
6: Edit --> Paste
7: File --> Save As
8: Save it as a gif. and make sure you click on Transparency or Keep Transparency.
9: Exit program

If you're not familiar with the "Magic Wand" tool, you can always select the part of the image you want by using the "Magnetic Lassoo" tool.
