I don't think you find Waterdeep in BG2..

Waterdeep is another city in the Forgotten Realms. As far as I know it is north of Baldur's Gate.
It certainly isn't in any Infinity Engine game but several other AD&D PC games such as Descent to Undermountain and the Eye of the Beholder series have featured it. |

i heard that if they make Bg3 it may be in the city of splendors. A pity though as its been done to death already.
