how do I get passed the locked doors at the top of the cleric tower?

You have no reason to go there yet. When it is the time to go inside you will be able to go.

Very well put, however, the only time you go there is at the VERY end of the game, and the key is found only when the quest is given at the top of the officers tower.

You're thinking of the WAR tower. And indeed, you don't get the key until almost the very end.

For the CLERIC tower, you need a Xvim amulet for each party member, and then you can use the teleport on level 2 to reach the top.
