I just got out of the asylum. I talked to Saemon, and retrieved the Pirate horn as he asked. The journal tells me that I need to meet him on the docks, but he isnt anywhere on the docks or in the city.
My previous saves are both after I got the horn and went to look for Saemon, so not sure what I can do now. Any help is appreciated. |

He is not on the part of the dock you first got in the city from.

i had this same problem, once. it made me quite angry, until i figured something out. on the lowest level at the base of some stairs, there is a group of pirates that will politely ask you to become a slave. i THINK that you have to kill all of them first before Saemon shows up.
it worked for me, so it may work for you.

Yes, It has to be night-time and you have to kill the "smucks" that want to make your party slaves. Then board the boat that is docked just to the south of the slave boat. That is where you will run into your guy.
