I dunno, alcohol always ends up making me depressed. If you really want to dish out narcotic happiness you should hand out free cocaine instead. At least that'll give them a more energetic buzz. Seriously.
Personally I wouldn't dish out or advocate narcotic happiness at all, but if you're going to do half the job, why not do it all?
