If you do not have a lot of experience with table top roleplaying, then the D&D starter box set is a good beginning. One of my friends purchased it so that we could see what the set came with and as an introduction to gaming using the D&D system goes it was in my opinion quite well done. I still recommend getting at least the Player's Handbook in addition to the Box Set, but by using the Box Set you should quickly get a grasp on all the fundamentals of the D&D game system.

If you are looking for a group to play with, first try organizing a group of friends and use the starter set to pick characters and run a simple adventure. If no one is readily available to play, try going to your local game store and asking if anyone has a group looking for players.
