i was thinking of making a drow bard diplomat, but i know i have gotten some negative dialogue options using drow before.
will being a drow eliminate some good dialogue options?

Good in what sense, as in XP-giving? I don't think so. Consider the drow-specific dialogues a roleplay bonus.
Of course, you won't get certain dialogue options if your talker isn't of the right class, and race doesn't matter in that instance (for example, there is a paladin-specific dialogue with Emma Moonblade when you've recovered her sword).

I think you also need minimum stats to get all the possible dialogue options. IIRC, it was something like 16 CHA, 16 INT, 14 WIS? Or thereabouts. I played a pure Drow Rogue in one group that met all those stats and maxed all 3 talking skills and he was a great leader. But there are places as Aeirch says where if you're not a certain class (even some of the troops in the Palisade are like that) your skills don't even come into play - pretty rare tho.

Hell, drow get extra dialogue!
:Minor spoilers: ` ` ` ` ` Drow get extra dialogue in targos a lot, since they can translate the goblin language. In fact, you can get three times the experience for the Koluhm quest by doing it with a drow. Also, I believe there is extra dialogue in the underdark. |
