I've always thought that IWD2 had a better combat system than BG2 for stuff like improved AI and improved encounters. But this hasn't been done. Why not? Is it really that hard to add in a few more'(ie: better) spells for Wizards, put in some rogues with good sneak attack and buff up the bosses?

I haven't gotten very far in this game, but I think a tactics-type mod would be cool.
I guess HOF mode is kinda like Tactics.

Sure, BIS could have made the enemy AI and encounters tougher. But remember, they wouldn't have wanted them to be too tough, or they would have been too tough for newbie gamer types.

Well, not too hard. But would it really be too hard to give the enemy some intelligent AI and not attack the guy with 20AC when there's a caster right next to him with 10AC? BTW, HoF isn't really like Tactics at all. It beefs up the challenge by jacking up the HP and damage and to-hit of everyone and adding in higher level spells. That's not improving the AI...
