I was fighting one of the Cowled Wizards in the planar sphere and Anomen was killed. I tried several times to have Jaheira do 'Harper's Call' to bring him back to life but to no avail. I notice that his hit points are listed as '-10'. How can I bring him back??

How, exactly, was he killed? Someone killed by petrification will not normally be brought back via raise dead. You might try a temple, as well.

it was either against Tarok or Tolgerias in the planar sphere, I can't remember which one. If I do use a temple, do I have to 'physically' carry his body to the temple?

If Anomen's picture is still visible (even if it's all gray) in the column on the right of your screen, he can be brought back. Just make sure you don't kick him out of the party, or you'll have lost him forever. If anyone dies in a way that removes their picture entirely, then they're gone for good.
I know Jaheira's spell of Harper's Call isn't as good as the usual Raise Dead, but I'm puzzled as to why it's not working at all. You don't need to "carry" Anomen's body to a Temple, just don't boot him from the party.

Some people would consider this a blessing!
But, no. Seriously, if he has been petrified or imprisoned there is a way to get them back (unless he was smashed while petrified). Just use a 'stone to flesh' spell on the statue, or a freedom spell in the area he 'died' --Kestrel--

As long as his portrait is still there, he can be Resurrected. If you have the Rod of Resurrection, then Jaheira can use it to bring Anomen back. If you don't have the rod, you'll have to go to the temple of your choice and pay to have Anomen resurrected.

I think -10 typically means beyond resserection, but someone may correct me on that.
