I have found a weapon on a char that I downloaded and it has about a 100 special features do you now how to do this if you do could you plz tell me i now you can use the toolset but on that you are not allowed to go over the lvl 20 mark so how did this guy do it

Good weapon is a relative term, as a BG2 player I find find 20 weapons adequate. But whatever floats your boat.

The toolset dosent seem to limit the properties you can attach to an item for me, although maybe it prevents saving or somesuch.

NWN itself limits items by level of course, you can bypass that by configuring the server to allow it. In single player, you do that by altering nwnplayer.ini in your NWN main directory. Its pretty self explanatory.

For multiplayer, you would have to convince the admin of the server to allow illegal weapons, most admins wont let you for fear of PKing bastards.

Go to the nwnplayer.ini file in your NWN folder. Open it, search the line: Single Player ItemLevelRestrictions=1 and change the 1 in a 0, that'll turn it off, now you can play with whatever weapon you like

No I think what he's wanting to know is how does a person achieve a hacked weapon in an otherwise ELC and ILR mod. Basically, how do you hack in this game without disabling item level restrictions and making god-like items. The answer is an ITP program that some people use to hack into the engine using the toolset simotaneously.
This creates errors on the item known as 'Bad streffs' and then allow you to pile the item up with lotsa shit and still be able to wield it at level 20.

I don't have such a program and don't think I ever will as really, I despise hacking in any form (I have enough trouble keeping them out of my own server).
My advice is, if you are really determined to learn how to do this - steer away from legit servers and stick to hacker/uber mods which are created for those who do this. It gets really frustrating when people enter my mod, read the rules (and ignore them) and continue on with their hacked weapons to go do some PKing.
