I hate to read their news, it is messy and a bit unorganised.

Anyway, I would assume he is one of the key personnel in the creation of the Fallout series and the news of him leaving Interplay means that there is a high probability that Fallout 3 would not be made, am I right?

It's very unlikely that Fallout 3 will be made, period.
