How do you get in Collisium?

I found the under water city and entered it to the right of the 2 chests, pulled the lever and went into what I thought would be it, I now go into a couple of corridors and then get to a door with an octopus on but no lever or lock, I went around the other places and just cannot seem to get in, any help would be greatly appreciated.

You're at the exit; the entrance is a hidden corridor in the building to your west; it's in the SE corner of that building.
