I think this is related to the Unfinished Busniness mod, cuz I've never run into this encounter before.
As I left the circus tent, a child came up to me and said something. However, that something was blanked out. Then Minsc interrupted (with unseen dialogue), and my journal was updated with 'general information added.' I can't read that either, though. The annoying thing is that I had only just taken Minsc in my party to go complete Kalah's tent (my solo assassin is too weak to do it on his own right now), and right after getting him, I have this happen. Is this part of the Minsc loses Boo encounter thingee?

No, it's not the Minsc and Boo one, that's triggered in the docks, this is a continuation of Kalah's quest.
It sounds like you've overwritten the dialog.tk file i think. Have you installed any mods after UB? |

Had to re-install all my mods, but it worked. I freed Kalah...does that happen to open up gameplay for something else in the game?

No, I tried a few of the options with the genie and I didn't notice any major difference in outcome. I believe that's it, it's quite a short little quest that one.
