until I ran across this at at the bottom about the access restriction:

Designation method of access restriction

Access restriction, being something which prohibits the contribution of illustration and comment vis-a-vis the IP address which is registered it does.
As for being able to register, cannot register host name in only IP address.
It appoints the appointment of IP address entirely in the half angle.

IP address can register 2 types below.

1. IP address of a certain specification is appointed.
< Designated example > 123.123.123.123

2. IP address of a certain range is appointed.
< Designated example 1 > 123.123.123.
-> In this case, 123.123.123.0 - 123.123.123.255 ranges can be restricted.
< Designated example 2 > 123.123.
-> In this case, 123.123.0.0 - 123.123.255.255 ranges can be restricted.

When it appoints the range, by all means the dot (.) it is necessary two or more to appoint.

Im not entirely sure, but it seems to be an atrociously translated and over detailed description on how to restrict an IP from accessing the board.
