Strange book in Neverwinter Wood

I came across a book called resonance or somethin in Neverwinterwood in a glowing bookshelf. I wonder what it does...how do I put together the stuff despribed in the book?

You'll need access to a wizards lab for that.

In chapter 2, your local wizards lab can be found in the starting village, through a portal on top of a hill to the north. The lady next to the portal can give you a quest, as there are five books in glowing containers, and she wants them all. If you accept the quest, you can use the lab.
There are also a couple of other recipy books. Be sure to put the recepies in your journal as well so you'll keep them even if the books are taken away or dropped.
You can create the items by putting the required elements into a container in the lab (regular containers won't work), and casting the required spell on the container itself.

In chapters other than the second, you cannot gain access to a lab unless you play a sorcerer or wizard. In chapter 2 you can always access the lab, but still not cast the right spells unless you are a mage-type character, or a rogue/bard who can use 'magical devices' like scrolls.

The book is 1 of 5 the sorceress in Port Last is looking for.

Talk to her, ask for work. She'll give you the quest, and hints as to where to look for each book. The Book of Resonance is but one of 5, hand onto it until you can turn it in for cash.
