It's in the building that requires the rogue stone to open. Should be next to Delosar's inn... or maybe a building by the man in red (from teh graveyard). I forget which. Either way, one of the mages in the Shanglar lich battle is carrying it. If you find them, good luck killing them. It's supposedly the hardest battle in the game.

HA! My solo sorceror took care of them no problem!! Although I did have the XP cap removed and he was level 25. Just used shapechange to change into a greater wolfwere and cained them all. Of course an abi-dalzim's horrid wilting at the beginning, helped.
