I have a feeling these are the spells that allow you to do blessing and enchant but I am not completly sure and if they are can anyone tell me what artifact of does what???

The artifact of Whatevers are used when enchanting items.

Do a search on "enchant" (subject) and you will lots of threads on the topic!

Right, having sorted out that matter of personal honour I shall now endevour to supply a serious answer. When you get an artifact spell (there's one for each of the six schools of magic) and have learnt the appropriate trait and skill from the appropriate guild (the Mages guild teaches the trait and skill that let you enchant items and the temple teaches the ones that let you bless them) you'll be able to use the apprporpiate button when in the right establishment. Then up comes a normal trading bar with all of the items that you can enchant (or bless). A single left mouse click on one of these will bring up a list of the different modifications that you can make to such an item. After chosing you're prefered alterations you will be prompted to name the item (ex. Telar's Irontoe Boots) with the items default name there in case you can't be bothered. If that all sounded a bit technical it won't by the time that you can actually do it .
