That doesn't sound right to me. I can think of only two scenarios that might produce a half-drow.
a) A drow follower of Vhaeraun couples with a human. Vhaeraun encourages the propogation of half-drow. No problems there.
b) A drow follower of Eilistraee couples with a human... and she sure as hell doesn't have a problem with that.

"But Illumina, what about rape?"
That's easy. If a human, by some miracle, managed to find a chance to force himself upon a drow female, and was able to finish, the female would be killed for humiliating the race.
And a Lloth-following drow forcing himself (or herself) on a human?

Such a thing would never happen.

Of course I've heard of Drizzt.
Did you read my post? Have you heard of Eilistraee? I covered this already.

As for me so readily dismissing rape... I'm sure it *could* happen but I doubt Lloth would be happy about it... It would contribute to the bastardization of the race.

Not all evil drows worship Loth, not all of Loth's followers act the same either, you can do strange things in the heat of combat.

And most importantly, none of the D&D gods are omniscient. She might keep track of some of her most devout followers, but that's all. If she could know everything that's happening in the world, down to the lowest soldiers of peasants, she'd be ruling the world already.
