If you don't know her, but want to get close get something nice but understated. Save the chocolates and flowers for when she's your g/f.

Giving her some cinnamon hearts and a nice card lets her know your interested without getting to pushy.

I see from your profile that you were born in 91, so I'm guessing this is your first valentine, and that you probably don't have a lot to spend. Also, if you're not sure if she likes you, you don't want to get anything too big and showy. Chicks this age get embarrassed really easily, so if you get something she can't hide if she's a little shy, if you're giving it to her with other people around, she won't be impressed. So I would suggest one flower. Perhaps one of those rose-in-plastic-tube-with-ribbon thingies. They're not too expensive, pretty and sophisticated, and something she can show off to her friends if she's into you, or slip out of sight if she's not
