It really doesn't matter, though once you complete the Spire getting back to the Midlands to do the Prison may be a bit of a bother.
Personally, I do the Prison before the Spire to complete any remaining quests given in Ishad N'ha for that location, and then head west to meet Erathsmedor & Co. and continue on from there to Brimloch Roon.
