Ok so your spellbook is full, and won't let you memorize any more spells for that level, maybe they are spells you really want.
You don't ever want to lose any spells, the more the better in your book. What you can do is..

The higher your intelligence is, the more spells per level you can fit in your book. So if your INT is 17 you can only put in 14 spells of the spell level. Any other scrolls you find if you already have 14 spells memorized you can't inscribe.
SO what you want to do is raise your intelligence temporarily. If you drink a potion of mind focusing (raise intelligence 3 points) your 17 intelligence goes up to 20. At 20 intelligence, you can memorize ALL the spells of that level. SO get your scrolls you can't use, drink a potion of mind focusing (or genius) and THEN you can memorize more spells. Once memorized, you can't lose them so you are set. Anytime you get a bunch of spells you want to memorize but cant', save them until you get another Intelligence boosting potion, then repeat the process.
Soon with the help of intelligence potions, you'll have every spell of every level you can do memorized to use when you want.

It's all very well having a low (15) intelligence mage and using potions of genius to memorize more spels but you can still only cast spells up to level 7.

Unless you want to spend your whole roleplaying experience quaffing potions before you cast high level spells-can't see the point myself. You're better off just sticking to 18 intelligence when you create your character at the expense of some of the other stats. (or using shadowkeeper if you want the best of all worlds.)

Even with an Int' of 18 you still can't learn all the spells of a set level, only an Int' of 19 & over allows that. You're still correct on the casting level though and id agree, i wouldnt take a mage with less than 18 Int' but that doesnt mean its wrong to do so Another point is the Lore per level up increase. At 15 you only get +3 to Lore, at 18 you get +10 to Lore per level up. Handy if you have no bard.
