where did you read that you have to train to level up in 3rd ed?

[/QUOTE]I started playing D&D freshmen year (that's 3 years now?), and I've yet to read that somewhere. It was most likely a bad interpretation of the core rules; PoR2 is 3ed. isn't it? I think that's where these people are getting the idea..
