I think that Tia should indeed have a custom rank, with a pure text avatar.

The name should be: "Mega spammer" and the text avatar should read: "Hello, I am a spammer. Please, throw stones and sharp things at me."

Hey i bet most people don't know this but.. I was on the blue board!! i wouldn't be suprised if i was one of few if the only blue border to have not reached 1000 posts (that hasn't left the forum for a while i mean.)
