I just got out of the underdark and have the string of Gensen's bow but not the shaft.
Where Do I find the shaft ?

By the way it seems as if I have bought every batch of +1 and +2 arrows that the traders in Wakeens, Coper Coronet, and trademeet have. Anyone know where I can find more ? my Archers are using arrows of piercing which is a bit on the expensive side.

1) Shaft is located in a trapped box of the cellar of the Tanner's House in the Bridge District.
2) Some thieves sells arrows too, so will Adventurer's Mart...the merchants in Underdark should also have some available.

How do you prove he is guilty ? I have gotten to the point where I know it is him from the smells of some items but He says something Like I need real proof ?

Talk to the beggar and get the elephant hide from him, then take it to the merchant (who gave you the samples for Rose to smell) to identify the elephant hide. Then you can either jump to conclusion and visit the Tanner and tell him of his crimes, where he will flee; OR you can tell the officer which WILL GET THE OFFICIER KILLED and you have to pay Tanner a visit and do the above (don't forget to pick up the officier's dead body).
