Is there any way in Win XP Home (upgraded from 98, FAT32 FileSystem) to edit the privaledges of the Guest account ??

Yeah, disable it and create a limited account.

You may be able to acess the control panel, but a guest account should not be able to change anything.

Always disable the guest account. It's a security breach waiting to happen...
