what is the nivius quest and how do I start/complete it?

The quest starts at the beginning of the game with Gareth's speech (the old druid-like guy in Valeia). It ends when you speak with Nivius in the Crypt and agree to accept the Sacred Oath of the Mavin and claim the Holy Signet. There's quite a bit of stuff between those two events.
