They're not mechanically inclined.

Seriously I think that's it. Stealth and pickpocket are 'non-mechanical' skills, lockpick and traps are 'mechanical'. Dwarves and gnomes are good at mechanical stuff, elves and half-elves at non-mechanical stuff.

if they aren't "mechanicly inclined" how come Larrel uses the Astrolabe (which was made by an elf)?

the astrolabe in IWD is a semimagical item.
