Is there any difference? I'm not playing a thief, and I'm just curious if there's a difference to my THAC0 with ranged weapons or my AC if my DEX is 19 or 20.
TIA

no - they both give you -3 THACO and -4 AC but if you use any stat raising items or spells or you somehow get to increase it by another point then the higher you start the higher you go . . .

The other advantage of a Dex of 20 is that it allows you to safely lose a point of Dex at some point in the game if you have to without affecting your AC and THACO. For example, a good-aligned Ranger may make a decision that costs a point of dexterity at a certain point in the game...

After that point in the game (I assume you're talking about Chapter 4), are there any times where a good aligned character will get the chance to gain a point of DEX?

If you have ToB installed then there are one or two things that may do the job [slight spoiler follows]
. . . . . . . . . in Watcher's Keep.
