it is an option, one of the buttons in a temple or a magic shop. you learn ocultist for the maqic shop and ? for the temple. when you click on the option for bless or enchant, you will get the option of which items you can zap, or it will say you need the skill. if you get the skills up to 12 you can make some way tripple-ply hefties.

You have to learn how to bless and enchant. Blessing is done in the temple and enchanting in the magic shoppe but you prolly already know that..lol. To learn blessing you first have to learn cabalist in the temple and to learn enchanting you have to learn occultist in the magic shoppe. Once you have learnt either one of these then you will eb able to learn the enchant or blessing that goes with it. Also once you have the bless or enchant ability you will be able to use it in different ways depending what magic the character has. The higher your bless/enchant learning is the more you will be able to bless/enchant a certain item. But you will only be able to ad a cetain amount of bless/enchants to one item.

For example if you have level 12 in bless and level 12 enchant you will be able to bless an item to level 12 but then you wont be able to enchant that same item. Or you could bless to level 9 and enchant level 3 etc. If you bless an item to level 6 you will need an enchant level of 7 or higher to add enchants to the same item so add the bless/enchants you really want first then add adition blessings/enchants after as your levels rise.

......shake it baby.

also, we forgot to mention, that you need to learn a spell from each type of magic to use that type of blessing\enchantment. the spells all have the same name: artifact of fire, artifact of stone, artifact of vine etc.
