..I FIRST went upstairs and talked to Duke Eltan and got HIS quest for the Iron Throne HQ. Then I went outside, and no Scar. Can't find him anywhere in the grid. So I'm assuming that the Duke's and Scar's quest were essentially the same. Spoil me if needed.

As far as I know this is quite a common bug... It has happened to me a few times, but I don't think it happens if you follow him outside immediately after he talks to you. If you go and talk to the duke, he vanishes. That's at least what I think happens. Haven't played in a while, but I think he gives you a different quest, one involving the exploration of the sewers. It's no great loss. You can still do scar's quest, but you won't get the XP reward at the end.

I think you can only talk to one person or the other you can not get exp fro doing the same thing just for two different people. It makes sense if you think about it do not worry your game is fine....

I think he gives you two quests (sewers and something else) and then after you do those he takes you up to the duke, and you get the HQ quest.
