Is it standard for most clerics/druids/priests/mages/whatever to automatically learn level 1 and 2 spells but not levels 3 and up? Or does it depend on the character that you have?

The spell progression chart is in the manual (Page 140 in mine). If you don't have the manual, let me know and I'll post the chart for you.
