Yes you do. You don't have to be level 14 to do the trademeet quests, but you do to challenge for control of the grove.

That is actually a very stupid thing.
Cause when you have reached lvl. 14, you are closing the end of the game, and have no need of a stronghold.  see ya! |

Considering there is absolutely no where to store equipment in it other than just on the floor, it is pointless at most times in the game.
Really, really, bad stronghold IMO.
