I think the multi-million dollar rewards offered will help, and believe other "beneficial" measures will help as well. Giving people a "personal" stake in helping usually works.

The Justice Department will offer rapid citizenship and other incentives to immigrant informants who provide useful information about terrorists plotting attacks against the United States, officials announced today.

Attorney General John D. Ashcroft, in a memorandum to the FBI, U.S. attorneys and immigration officials, said the initiative is aimed at non-citizens "who have useful and reliable information" about terrorists but "may be reluctant to provide that information to law enforcement officials."

The program marks the latest strategy by frustrated U.S. officials seeking to identify and capture those deemed to be suspected terrorists since the attacks on New York and Washington. A nationwide dragnet since Sept. 11 has ensnared hundreds of immigrants, but law enforcement officials and court papers indicate that only a handful are suspected of involvement in Osama bin Laden's al Qaeda organization or other terrorist groups.

Unlike previous efforts, which have included threats of imprisonment and deportation for those in violation of minor laws, the new program is aimed at providing incentives for immigrants afraid to come forward with information.

Non-citizens, both within the United States and abroad, can qualify for special residency status if they cooperate, according to Ashcroft's memo, which can eventually lead to citizenship.

Cool, I guess I should apply saying that the US should watch it close to the Salt Lake City Olympics... That should at the very least get me a Green Card.
