It seems to be "repo first, ask questions later" up there, which would make it easier for the person to get their stuff back without as much risk to the bank's investment. Kinda like a really blunt reminder notice that you couldn't ignore if you tried. As for the duty of care thing, i really don't think that crew does. If they do know a way to make it easier for everyone, they're absolutely not interested in doing it that way. A TV show seems like a perfectly natural progression.
