You have to ask precisely why Bethesda programmed topless lady player characters in the game only to lock them out though - it's a bit strange.

They originally were going to release the game with some topless dancers in some of the wilder Pubs and bars but after finding out they could end up losing half their audience in the world due to the nudety and the "M" rateing they capped the girls so to say and shut those dancing girls away.

That makes more sense - the impression I got from the article made it sound like it was just a 'nude raider' style effect (which I thought was pretty lame), but at least there could be a gaming reason for it in some of the seedier taverns.
