The easiest way I know how to explain this is:

Locate the one pull which goes back up immediately when you pull it - roughly 11:00 as you face the vault. Leave that pull alone and go around the room in a clockwise motion pulling each pull. When you get back the pull at 11:00 turn around and go counter clockwise correcting only those pulls which have gone back up. When you get back to the starting position again - go clockwise again correcting any that have again gone back up - that should put all the pulls in a down position which means you can pull that last pull (at 11:00) and enter the vault.

If that confused you the this http://www.volberding.com/WHints/MasterMap/worldmap.htm is where you need to go, if I knew how to make links interactive I would. It should take you to Xignal76's site wich is extremely helpful. I personally did this one by accident before I even heard of the elements of evil because I saw treasure chests.Simply keep pulling them down, each time round one will send another back up, just look for the one that isn't down and pull it, kep this up until the door opens. Incidentally I had real problems with the skeleton in the armoury, I couldn't shoot or cast spells through the bars, after a few minutes of watching the arrows trajectory I backed up a few paces and they volleyed neatly over the sill. That one had me stumped for over half an hour.
