If you use shadowkeeper and edit the level one spell "nahals reckless dweomer" into your spellbook. This is a wild magic spell. This would presumably be the spell that the title refers to. it allows you to cast any spell in your book with a high chance of haveing a wild surge.

It worked when I did it, following 250s instructions.

I thought the best nonincluded spell was the aura cleansing one that let you cast a bunch of spells instantly

It's random, I was repeating the process of "pick for me" 8+ times before I got the spell.
