OK, in my area they are going to start changing the homeless to use the shelters. To me it is wrong and makes no sense some of these people can't even afford food. What is the purpose to motivate the homeless to get jobs? Even if they do get jobs they need to work a few months to build up some money so they can rent or buy there own place and will therefore be tied to the homeless shelter several more months than normal.

IMO a good,type of idea would be to give the shelter for free, but encourage the homeless to get jobs

There are already shelters like that, but definately not enough of them exist.
