Where do they come up with these titles for events...Operation:Valiant Strike...Operation:Iraqi Freedom...Liberty Shield...etc.

Do they have a phrase generator or is someone given the job to just come up with them on cue?

Years ago Saddam launched Operation: Confuse the UN.

Right now, he is well into initiating Operation: Oh Crap!
