The bonds are on the next level up, in the room with the torturers. Kill them and search the rack there.
The top level of the war tower leads to the finale, and you aren't ready for that yet. Riki will tell you when it's time. You have to fight and kill the cleric Brutai at the top of the cleric's tower to get the antidote for the monk. |
