Been there myself

I think you'll get most members by organising some sort of activity, though I wouldn't know what that might be. With NWN out you could start a 'rent a thief' service...
In character, I doubt any thief will announce his trade openly, unless their future leader proves himself to be strong, smart, capable and cunning.
Out of character, I think noble people are more favoured b the crowds.

You'll get your members though, in time.
