Should I go for a kensai/mage or a fighter/mage and wear the elven chain? I plan on having NPC's for the quest and the romances, and maybe a cleric or a thief later on.

Do you have ToB? If no, then a kensai=>mage is amazing. If you dual at level 9, you can get to as high a level as a single class mage. However, for reasons that I'm not going to specify in the SoA forum, multiclasses really take off in ToB.

Hmm...if you're getting it later it brings an interesting question. Normally, the best level to dual for ToB is 13, because you get the extra half attack. I would advise that route, since you can still get back to the mage level required to activate it.

Go for the Kensai/Mage. He's a far more powerful attacking fighter and you can make good use of the Robe of Vecna on him.

I think youll end up using the robe of vecna anyway, so Id go with the Kensai/Mage...
