Where is the guy who is supposed to fix the handle, I have tried to figure this level out but am getting very irritated please help!!!!

Hi, if you are refering to the handle where it hits you when you touch it in dragon's eyes. Fear not, you don't have to fix that, hints, go back to kuldahar, talk to everyone there and when you return to dragon eyes the problem will be solve.

If you mean the lever for the alchemy lab - I believe you have to talk to Nheero again after you obtain the modified root. After that, the Alchemist shows up. You don't have to see anyone in Kuldahar for this.
