There are several ways of managing your reputation (Spoilers):
. . . . . . . . . . . . --kill innocents, this will drop your rep quite a bit, but do it somewhere where there is only one townsperson, or the whole map can become hostile --use the Slayer transformation if you have it --Do "evil" things, there are a few rare instances where you get a rep drop for actions such as recruiting Viconia --Once you have lowered your rep, you'll want to keep it low. You can actually avoid many of the reputation bonuses from quests by always asking how much you'll get paid, how much it's worth, etc. For some quests this will prevent any rep gain, and others it will reduce the rep gain from 2 or 3 to only 1.

Go into a store that you don't care about and get caught trying to shoplift. There is also a house in the Docks district, in between Cromwell's home and Mae'Var's guildhall, that features a woman with several treasure chests and drawers. Root through her belongings, take something if you like, and she'll call the guards on you. At that point, run unless you want to kill guards and get an even bigger rep loss.

And recruiting Viconia won't help because once you release her, you gain back 2 rep

Killing people will usually drop your rep by 5 points...

Use Shadowkeeper, but it opens up some bugs, lol! (Search for Jerr and Anomen...I have a post about it)
Or...have you taken Edwin to the Graveyard yet?

From what I understand, ShadowKeeper doesn't do a good job of altering rep, and there are much fun... erm, 'better' ways to alter your rep in the game.

If you don't want to kill the townsfolk, you can simply punch them out. IIRC, it's only a 2-point drop for that.
